I was very impressed with panel 2 when I originally saw it (for that matter, I remain impressed with it today!). Again, Mr. Kissee has taken something I wrote and presented it perfectly. One can almost see Officer Spradlin's swagger as he heads to the garbage can in panel 2.

There is a bit of irony in this page: Officer Spradlin decides to put some trash where it belongs instead of simply tossing it to the ground. In the original screenplay, this irony was made clearer. As presented originally, the officer is about to toss the cup on the street but his eyes catch the garbage can with the "Keep The City Clean" sign. Some primitive, long buried impulse directs him to do the right thing. He sighs in annoyance and heads to the garbage can to throw away the cup.

Of course, once he gets to there he reverts to his old ways.
