Now that we've established the crime and our setting, we move along to establishing the people of the metropolis. We begin with the police. In this case, we see an example of a slovenly officer whose eye is definately not on his job. His partner, as presented, is even worse. As seen in the final panel, he's busy picking up a date. In the original screenplay, she was identified as a prostitute. The officer in the car, Officer Spradlin, watches as his partner disappears into a dilapidated hotel. Due to the constraints of this medium (and a desire to get the story moving!), I eliminated this element.

We also specify that we're in the city of Tartarus, on the west end of the metropolis.
